Detailed Description
Purpose Statement:
This position is responsible for supervising the daily tactical operations and execution of all payroll processes performed by a team of Payroll Specialists as well as providing daily supervision and ongoing development of the payroll team. The position, through management of direct reports, ensures all payroll activities are carried out in accordance with GAAP, APA, SOX and company guidelines, ensuring efficient and effective practices are being utilized throughout the payroll organization. This position functions as a catalyst for process execution, a control checkpoint for compliance and quality results, an escalation point for problem resolution, a communication point for cross departmental relationship building, and a development/mentoring point for direct reports.
Main Responsibilities:
· Provide direct, daily tactical supervision and leadership to a staff of 3 -4 direct reports who perform all payroll processing activities including exempt and non-exempt payroll processing, payroll tax activities, reporting, booking payroll journal entries and responding to all payroll-related questions.
· Continuously monitor and manage workload balance among staff to ensure parity and an effective operational environment.
· Review and approve the work product and activities of the Payroll team to ensure all payroll activities are performed according to company policies, implementing appropriate checks, balances, audit trails and trending analysis where required.
· Perform all general supervisory functions including but not limited to input to hiring, preparation of performance reviews, preparing performance plans and terminations. Develop both new team member and on-going employee training strategies and methods. Participate in employee development through coaching, side-by-side sessions, monthly feedback sessions, and staff meetings.
· Build effective cross-departmental working relationships and communication bridges with internal customers. Drive timely resolution of escalated issues, determine, implement and communicate root causes and solutions to maintain positive relationships.
· Develop and manage project plans related to payroll process improvement activities or company mandated initiatives.
· Continuously assess the payroll systems and processes for gaps and inefficiencies and develop recommendations for improvements as necessary to ensure accurate and efficient processing in a highly controlled environment
· Continuously review Payroll procedure documentation to ensure it reflects current practices; ensure timely updates
· Develop and present payroll-related presentations for upper management.
· Develop payroll-related broadcast communications for distribution to the employee body as appropriate
· Through direct reports, ensure timely and accurate filing of all associated payroll taxes and compliance with Federal, State and Local tax laws.
· Build a working partnership between the Payroll and GL departments to provide appropriate reporting and transaction information and assist in the resolution of queries regarding the payroll journal entry or issues with GL Connect. May book the Payroll journal entry.
· Function as system administrator for the payroll system, administering financial controls and adding and deleting users in accordance with company policy.
· Remain abreast of developments in the payroll field by pursuing a program of self-development, participating in professional organizations, interacting with peers, reviewing pertinent literature, etc. Incorporates advancements when practicable and cost effective.
· Any other duties that may reasonably be required.
Knowledge, Skills & Experience:
* 4 year degree required. Accounting, Finance or Business discipline preferred.
* Minimum of seven (7) years related Payroll work experience and five (5) years supervisory experience in a multi-state environment
* National Payroll certification highly desirable.
* Ability to apply sound business reasoning and solve problems in a logical manner through research, diligence, and available resources.
* Ability to work with minimal supervision, exercise independent judgment and carry out instructions furnished in written, oral, or diagram form.
* Ability to handle multiple priorities simultaneously and meet firm deadlines and schedules
* Ability to clearly and effectively communicate verbally and in writing to both large and small groups
* Experience with ADP Enterprise and ReportSmith preferred
