Plans, coordinates, supervises, monitors, develops and participates in all phases of accounting functions and financial reporting for the divisional headquarters performed by the regional accounting managers; supervises and evaluates the performance of accounting staff; ensures that transactions are performed in a timely manner and in compliance with established policies and procedures and verifies the accuracy and integrity of same; prepares various routine and complex financial reports; assists in preparing budgets and; manages the divisional fiscal year end consolidation and submits to THQ. Plans, coordinates, supervises, monitors, and evaluates the work of regional accounting managers; plans, schedules, and assigns work as necessary; instructs and trains employees in proper methods and procedures; checks and approves work in progress and upon completion; conducts performance evaluations and recommends salary adjustments.Provides overall supervision and review of all accounting records, ledgers and statements for accuracy and completeness including but not limited to the preparation of journals, various ledger activity, maintenance and supervision of the chart of accounts, required cash logs, and custodian of all financial reports; ensure the accuracy and completeness of the same. Maintains all corps, Atlanta Metro, and service center/unit accounting companies; ensures the accuracy and completeness of same on a timely manner. Review monthly reports for materiality of information in consort with the regional accounting managers. Prepare journal entries when necessary.
Consult with corps and unit directors in analysis of financial statements, ensures the accuracy and completeness of the same; assists in resolving operational problems and resolution of accounting problems. Provide appropriate management information to DFS and DFB as requested. Prepare DPR review material in advance and e-mail copies to each member of the review team. Develop and implement a staff development program for the Centralized Accounting Service Bureau employees; trains staff and assists staff as necessary. Develop standard procedures and training materials for center accounting managers and accounting clerks. Prepares the working papers to provide the annual fiscal year end consolidation for all Georgia Division units. Coordinates and assists the Accounting Coordinator and Accounting Managers to insure up to date and proper accounting at the Divisional level to accommodate a smooth quarterly and annual consolidation. Compares the Territorial Headquarters statements with Divisional Headquarters reports to insure accuracy of same. Prepares the quarterly and Year-end Consolidated Reports for THQ; submits to the Director of Finance for review and approval in a timely manner as set by THQ. Develop, implement and manages a Command-wide monthly Consolidated Report.
Required Experience:
Knowledge of accounting (especially fund accounting) principles and practices. Knowledge of basic double-entry bookkeeping principles and practices and of applications to accounting transactions. Knowledge of Great Plains Enterprise Accounting and/or FRX Reporting Programs. Knowledge of modern data entry methods as they pertain to bookkeeping functions. Knowledge of modern office methods, procedures, and practices. Knowledge of financial accounting systems and procedures. Knowledge of the principles and practices of personnel supervision. Ability to plan, develop and initiate effective and efficient bookkeeping practices and methods in order to increase accuracy and timeliness of financial recording and reporting. Analytical ability to plan work schedules, evaluate work performances, and provide input on budget planning. Ability to examine the bookkeeping work performed by subordinates in order to detect errors or omissions. Ability to prepare complex financial reports and records. Ability to accept fiscal responsibility of all functionalized accounts. Ability to integrate and interpret data from various sources and to plan, develop, and implement responsible strategies. Ability to scrutinize financial reports and documents in order to ensure integrity, accuracy, and completeness. Ability to make sound, logical interpretations of established guidelines and regulations quickly. Ability to apply discretion and independent judgment when processing, analyzing and resolving routine accounting transactions and reporting in accordance with accepted accounting principles.
Required Education:
Bachelor’s degree from an accredited college in accounting, bookkeeping, business or related field, and Six years experience in the performance of all phases of modern bookkeeping and related work with at least one year in a supervisory capacity, or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

Ability to effectively and efficiently work on multiple projects at the same time without becoming frustrated or disorganized.Ability to concentrate and pay close attention to detail for up to 60% of work time when reading reports, preparing budgets or researching financial transactions.
Ability to manage mental and visual fatigue due to sustained periods of concentration, working under pressure of deadlines and continual interruptions in concentration. Ability to travel as required. Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking.
Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.) 5-10% of work time.
