Description
Performs the following: attends and documents meetings between construction contractor and Corps representatives; provides daily quality assurance inspections and surveillance of construction contractor's Quality Control Program and construction work to verify that material and workmanship of completed and ongoing work conforms to contract requirements and documents findings in a daily inspection report using ENG Form 2538; attends construction contractor's scheduled project meetings; attends at least 25% of the weekly tool box meetings; reviews project status and progress payment requests, and submits written comments on the accuracy of the submitted monthly progress schedules and payment requests by the contractor; checks on construction contractor's compliance with health and safety requirements as established by OSHA, EPA, and the US Army Corps of Engineers Safety and Health Manual (EM385-1-1); checks construction contractor's request for utility interruptions, excavation permits, hot work, and utility work permits; checks construction contractor's on-site hauling and delivery route permits; reviews and provides written comments on Contractor Quality Control Reports and Daily Reports to Inspector submitted by the construction contractor; evaluates construction Contractor's Quality Control activities; notifies Corps of any potential claims or disputes and any potential disputed interpretations of contract documents; participates and takes notes at pre-final and final inspections; conducts reviews of the contractor's maintenance of accurate as-built drawings and provides comments on completed as-built drawings on a monthly basis; coordinates schedule of start-up tests, demonstrations, and field instructions; provides written comments on field conditions and impact of changes recommended or requested by others; prepares draft replies to the construction contractor's requests for information submitted to the Corps, and construction contractor's discussion of contract requirements; attends QC Preparatory and Initial Inspections; provides construction photographs documenting progress and problem areas; provides advice on general construction methods and practices as may be requested by the Corps; provides other services as may be required.
Qualifications
SKILLS/COMPETENCIES: Potential to perform in a lead capacity, excellent written and oral communications skills, and a familiarity of industry practices and regulations are required. Must also possess a thorough knowledge of current technology and be able to select and apply appropriate engineering software for use on project.
PREFERRED EDUCATION/EXPERIENCE:
2-year degree in Construction or Quality (or related field) and 10-15 years of related field construction /quality experience and a broad general construction background is required.
