Job Title: Learning and Talent Development (L&TD) Program Manager
Channel/Function: HR/Talent Channel

· Provide Deloitte Consulting professionals with the learning, experiences, and connections they need to perform and enhance their careers.
Responsibilities
Learning and Talent Development Strategy:
1. Work with Learning Leader and key business stakeholders to identify the critical consulting capabilities needed to execute in the market.
2. Provide input into the development of a three-year Consulting learning and talent development roadmap to develop the required capabilities.
3. Provide input into the annual plan and budget to execute the learning and talent development roadmap.
4. Work with Learning Leader, assigned development sponsor and key business stakeholders to gain buy in and leadership alignment with the appropriate governance for the design, development and delivery of priority learning and capability development programs.
5. Act as a learning and talent development business advisor on effective and leading-edge learning and development designs that:
· Build capabilities over time
· Align with our learning and talent development strategy
· Align with project next level business strategies
- Achieve desired business outcomes
6. Lead the design, development, pilot and delivery of new learning and capability development programs by:
· Defining business outcomes
· Designing the complete learning experience
· Delivering the program for transfer of learning and application to the job
· Driving follow-through to maximize transfer of knowledge, skills and capabilities to the job
· Deploying active on-the-job performance support
· Documenting results
7. Independently manage large strategic learning programs with multiple threads and design frameworks.
8. Assess learning and development requests/ challenge and evaluate and recommend options including buy, build and/or redesign.
9. Recommend appropriate delivery mechanisms (e.g., classroom, e-Learning, virtual classroom, performance support, blended learning) and leading-edge instructional design strategies based on defined learning outcomes.
10. Identify, consult and manage subject matter expert teams to define content and review learning deliverables.
11. Identify, evaluate and manage appropriate learning vendors to design, develop, and deliver learning programs.
12. Identify, develop, evaluate and manage coach teams that deliver/facilitate learning programs.
13. Effectively communicate program design strategy, program status and issues with stakeholders at all levels.
14. Lead local office learning program strategy and implementation.
15. Develop and use a personal learning and talent development toolkit of solutions, experiences, preferred vendors, resources and network.
16. Demonstrate initiative in gathering feedback and data from practitioners, improving learning and development programs, and constantly moving learning to the next level.
17. Lead and contribute to Consulting L&TD internal team initiatives.
Learning and Talent Development Evaluation and Measurement:
18. Design and implement effective measurement strategies for learning and capability development solutions.
19. . Work in partnership with the Learning Delivery and Services Evaluation team to use standard metrics and develop any unique measurement requirements for projects.
Learning and Talent Development Processes and Systems:
20. Partner with the Learning Delivery and Services teams to use best-in-class core talent development processes for communications, classroom delivery, metrics, reporting, and solution support.
21. Work with Global, IT, Operations and HR as appropriate to ensure linkage to other systems and processes.
People Leadership and Communications:
22. Identify, onboard, manage and evaluate subject matter experts, vendors, and coaches to design, develop and deliver learning programs.
23. Build effective relationships with key stakeholders, in the business, Human Resources, and National Learning and Talent Development to:
· Understand the talent development initiatives across the organization
· Share learnings and best/next practice
- Create alignment and support for change
Required Qualifications
1. Work Experience: At least 5 years of talent management and learning and development experience.
2. Education: Bachelor's and MBA or Master of Science in Training and Development, Human Resources Development, Education, Organizational Psychology/Development or similar. Instructional design certification(s) is desirable.
3. L&D Technical Capabilities: Track record of executing results. Knows state of the art learning design and development.
4. Subject Matter Expert: Recognized as subject matter expert for learning content, instructional design, technology integration, and common work processes to deliver the highest quality products and services that meet the needs of internal clients. Will act as a key content provider and custodian of the firms' learning management system.
5. Drives Innovation: Recognized as a subject matter expert, who can bring innovative talent development strategies, experiences and approaches to Deloitte Consulting.
6. Partners in Decentralized Environments: Previous successful project management success in highly decentralized organizations, which require collaboration, consensus, and a high degree of influence to be successful.
7. Executes Effectively: Successful track record planning and execution. Clearly assigns responsibility for tasks and decisions. Sets clear goals and measure, monitors process, progress, and results. Designs feedback processes into work to always stay on track.
8. Interpersonal and Organizational Effectiveness: Outstanding communication and interpersonal skills, with the ability to build relationships with all levels within the firm. Experience establishing the right communications vehicles to ensure real-time and close connection to business leaders, organizational priorities and changes.

Preferred Qualifications
13. Professional Services Experience: Prior Consulting or Professional Services experience desired.
